Centralising a Plant's Inspection and Testing Reports

Why inspection reports stay scattered across contractors and inboxes, and how to bring them together without imposing yet another procedure on anyone.

Centralising inspection reports is not about creating one more network folder where everyone is supposed to drop their files. That approach has already been tried on most sites, and it rarely holds together for more than six months. What actually works is bringing together the information contained in the reports, while letting everyone keep working the way they already work.

The essentials

Scattered reports are not a discipline problem, they are a structural one: every contractor delivers in its own format, on its own schedule, to a different point of contact. Centralisation that relies on goodwill fails. Centralisation that extracts the content of documents as they arrive, without changing anyone's delivery habits, is the kind that lasts.

Why reports always end up scattered

Look at where your reports genuinely come from. On an average industrial site, the list tends to look like this: a statutory inspection body that emails its PDFs to the quality manager, a non-destructive testing company that uploads to its own client portal, a maintenance contractor who hands over a scanned paper record some time later, and an in-house technician who keeps a wall thickness spreadsheet on his own workstation.

None of these people is behaving badly. Each one is following the route they were told to follow, often years ago, sometimes by someone who has since left. The scattering is the mechanical result of four parallel channels, not a lapse in rigour.

That is why the usual response, a memo mandating a single shared folder, achieves so little. It asks four external parties to change their process for the benefit of an organisation that is not their own.

What the scattering actually costs

The cost never shows up in a budget line. It shows up in specific moments.

  • Preparing for an audit. Pulling the evidence together means reopening several sources and checking that no more recent version exists somewhere else.
  • Taking over a file. When someone changes role, part of the history becomes inaccessible in practice, even though the files still exist.
  • Making an intervention decision. To rule on a piece of equipment, you need its complete history. If it takes half a day to reconstruct, the decision is often made without it.
  • Negotiating with a contractor. Without a consolidated history, it is hard to discuss the scope of an inspection campaign or to challenge a finding.

These moments have one thing in common: individually they are rare, but they always land at the worst possible time, when nobody has a spare hour.

On the plant floor

What an inventory of your sources reveals

Before any project, we systematically ask people to list where the documents actually live. The exercise takes about an hour and almost always produces the same surprise: the history is more complete than anyone thought, but split across four or five locations, including at least one that nobody mentioned at the outset.

The practical consequence matters a great deal. If the history were genuinely incomplete, it would have to be rebuilt through fresh measurement campaigns, which is expensive. If it is merely scattered, the job is one of gathering, far shorter, and with no intervention on the equipment at all.

They do not all require the same effort, and they do not produce the same result.

Many organisations stop at level 2 and find that the gain is slight. That is logical: finding a document faster still tells you nothing about the condition of the plant. The step change in value happens at level 4, which until recently was out of reach because it meant manually re-keying the content of hundreds of reports.

A method that imposes nothing on suppliers

Leave the delivery channels in place

Do not ask anyone to change how they deliver. Email stays email, the portal stays the portal. What changes is what happens after the document arrives.

Define a single internal drop point

One folder, on the site network, where documents are dropped as received, with no renaming and no prior sorting. The rule has to fit in one sentence: "every report received is dropped here, exactly as it is." A more elaborate rule will not be followed.

Extract the content on arrival

This is the step that replaces re-keying. From the dropped document, you pull the equipment concerned, the date, the type of inspection, the findings and the measurements. The original document is kept and remains available: it is still the record of reference.

Fix the equipment identifiers

Extraction is only worth anything if it hangs off a stable identifier. If the same asset appears under three different labels depending on the contractor, you have to decide once and for all on the reference tag and record the correspondences.

Handle the backlog in waves

Start with the last three years, which are what feeds day-to-day decisions. Older history can wait until the mechanism is running. A lot of projects get bogged down trying to reprocess everything before delivering a single result.

The mistakes that make a centralisation fail

  • Imposing a new filing scheme on external partiesyour contractors have their own constraints; a format requirement is negotiated in the contract, not by email, and takes years to take hold.
  • Renaming files by handthe naming convention holds only while the person who created it is around, it survives neither holidays nor departures.
  • Deleting or moving the originalsthe source document must stay accessible exactly as it is. In an audit, it is the original that counts, not your database.
  • Trying to reprocess everything before delivering anythingfifteen years of history taken on in full before the first use produces a project that never lands.
  • Confusing storage with exploitationa tidy shared folder is still a shared folder, it does not answer "which pieces of equipment have an open finding."

What automated reading changes

Level 4, extracting the content, has become accessible because software can now read an inspection report and pull out the structuring elements: the equipment tag, the date, the nature of the inspection, the findings stated, the values measured, the due date announced.

Two conditions determine whether the exercise is worthwhile. The first is fidelity: what is extracted must match exactly what the report says, including its unusual wording. The second is traceability: every value shown must be traceable back to the document and the page it came from. Without those two guarantees, you get a database that is quick but unverifiable, which is worse than a well-ordered folder.

That is the principle to demand of any tool of this kind: process the documents without altering their content, and systematically keep the link back to the original report. Where to start this week

One useful, short, no-budget action: list your real sources. Five lines are enough: what arrives where, from whom, how often, to whom. That table will tell you immediately whether your problem is one of scattering or one of missing data. The two call for very different responses, and tackling them in the wrong order is costly.

Should we impose a single format on our contractors?

It is desirable in the long run, but it is not a prerequisite. A format requirement is negotiated at contract renewal and takes years to cover every party involved. In the meantime, you have to be able to handle the formats that exist. A project that waits for formats to be harmonised never lands.

What do we do with old paper reports?

Digitise them as you go, starting with the most critical equipment. A scan of reasonable quality can be read. For badly degraded documents, the sound rule is to key in the handful of essential values manually rather than trust an uncertain reading.

Does our data have to leave the site?

No, that is not a technical necessity. The processing can be done on the company's own workstations and servers. If you do opt for a hosted solution, treat data location, sub-processors and exit conditions as contract points, before the demonstration.

How long before a first visible result?

That depends far more on the inventory of sources than on the processing itself. On a limited scope (one family of equipment, one site), a first real use is built quickly once the documents are identified and accessible.
